Travellers entering Hong Kong cannot bring in heated tobacco products or e-cigarettes
Hong Kong’s official FAQ explains that travellers may not import heated tobacco products, e-cigarettes and similar products, with no exception for small quantities or personal use. From 2026-4-30, possession of specified products in public places is also prohibited. Airport transit without entering Hong Kong has a separate definition; do not confuse it with an ordinary visit involving entry.
Hello, I’m Genki. Hong Kong International Airport provides information on smoking areas, but that is not permission to bring in Japanese IQOS products or TEREA sticks. This article focuses on the FAQ from Hong Kong’s Department of Health and Tobacco and Alcohol Control Office to distinguish import, possession and transit rules. Information checked: 2026-10-20. This is not an account of personally using the products in Hong Kong.

The 2022 import ban and the 2026 ban on possession in public places
| What to check | What the official guidance says |
|---|---|
| From 2022-4-30 | Importing and selling alternative smoking products, among other activities, are prohibited |
| From 2026-4-30 | Possession of specified products in public places is prohibited |
| Examples of specified products | E-cigarette liquids and capsules, heated tobacco sticks and similar items |
| Small quantities or personal use by travellers | These do not create a quantity-based exception to the import ban |
The rules taking effect on 2026-4-30 can also be checked in Hong Kong government news. The import ban and the rules covering possession in public places have different effective dates and regulate different acts. A reference to possession in an old travel account is not evidence of the current rules.
Do not assume products are allowed because they are unopened or you will not use them
The FAQ is not limited to products being used. Possession itself of specified products, such as heated tobacco sticks, is covered. It also explains presumptions of possession when carrying or using an activated device. Devices and consumables should not be treated as though they all involve the same act under the same provision.
The official FAQ also explains that possessing specified products in a public place while using them in a no-smoking area can involve multiple offences. Penalties vary with quantity, conduct and procedure; do not interpret them as a fixed fee that lets you bring the products in.
Connecting at Hong Kong airport? Check whether you must clear immigration
The official FAQ describes the import-rule transit exception as covering people who arrive at Hong Kong International Airport and do not pass through immigration control while in Hong Kong. A ticket simply saying “transit” is not enough. Itineraries requiring entry procedures to collect baggage, use separately booked tickets or stay overnight outside the airport must not be treated as meeting the same conditions.
This explanation concerns an exception to the import rules. It does not guarantee permission to use the products in the transit area or exemption from airline rules or destination-country rules. Check the airport, airline and Hong Kong authorities’ latest guidance for your specific itinerary.
Airport smoking-area information and rules on bringing products into Hong Kong are separate matters
Hong Kong International Airport T1: smoking areas and how to check official maps sets out floors, gates and locations before and after security. A smoking room does not establish permission to bring in or use prohibited products. The article helps distinguish airport facilities from the legal restrictions on products.
If your itinerary also includes Taiwan or Vietnam, check each destination separately
Taiwan: approved products versus purchases abroad, Vietnam’s e-cigarette and heated tobacco restrictions are also covered. When visiting several destinations, do not treat sales in Japan or another destination’s duty-free allowance as permission for Hong Kong.
