Taking IQOS abroad: check the destination, product and transit conditions separately
Heated tobacco products sold in Japan cannot necessarily be taken abroad. Taiwan’s approval system, Hong Kong’s transit exception and Vietnam’s transit warning involve different considerations, even where products are described as prohibited. This guide links to official information for 6 destinations, checked on 2026-10-20.
Hello, I’m Genki. This destination guide helps distinguish questions such as “Is it allowed because it is not an e-cigarette?” and “Can I bring up to 200 sticks?” It is not a worldwide list. It separates product classifications, duty-free allowances and places of use in published guidance for the 6 destinations below. It is not an account of personally attempting to bring products into these places.
- 6 destinations: cigarette duty-free allowances and permission for heated tobacco are separate matters
- Taiwan: check whether the specific product is approved, rather than focusing on the figure of 200 sticks
- Hong Kong and Vietnam: do not apply one destination’s transit rules to the other
- Singapore, Thailand and Brazil: check how products are classified
- Air travel, duty-free allowances and smoking areas require separate checks
- Check nicotine pouches separately from tobacco devices
- Sources and scope of updates
- Check prices and compatible devices
6 destinations: cigarette duty-free allowances and permission for heated tobacco are separate matters
| Destination | What to check for heated tobacco | Points easily overlooked | Detailed guide |
|---|---|---|---|
| Taiwan | Do not assume that unapproved products bought in Japan may be brought in | An allowance for specified approved products does not mean that all products purchased abroad are permitted | Taiwan: approved products versus purchases abroad |
| Hong Kong | Importing alternative smoking products, including heated tobacco and vapes, is prohibited | An import exception for passengers in transit without immigration clearance is not permission to use the products | Hong Kong: import, possession and transit rules |
| Singapore | Heated tobacco products such as IQOS are expressly included among prohibited products | Nicotine pouches and vape components are also listed | Check HSA’s prohibited products and the applicable dates |
| Thailand | The Japanese embassy states that bringing in these products, including IQOS, is prohibited | Cigarette duty-free quantities cannot be applied to heated tobacco | Thailand: embassy guidance and product-specific points |
| Vietnam | Importing, storing, transporting and using e-cigarettes and heated tobacco products, among other activities, are prohibited | The Japanese consulate warns against bringing them even when transiting without entering Vietnam | Vietnam: transit and guidance issued in 2026 |
| Brazil | Anvisa states that importing electronic smoking devices, among other activities, is prohibited | Devices that heat tobacco leaf are also covered | Brazil: DEF classification and prohibited activities |
A row marked “prohibited” does not mean that importing, selling, possessing and using the products all carry identical penalties in every location. Check the precise scope in the authorities’ guidance and the detailed articles above. Destinations not listed in this table must not be assumed to allow these products.
Taiwan: check whether the specific product is approved, rather than focusing on the figure of 200 sticks
Keelung Customs guidance updated on 2026-7-7 explains that approved products are not sold abroad and that identical products are not available overseas. Taiwan’s addition of 200 sticks of approved heated tobacco as a duty-free option is separate from permission to bring in products intended for Japan. The options for cigarettes, cigars and other tobacco cannot all be added together.
Hong Kong and Vietnam: do not apply one destination’s transit rules to the other
Hong Kong TACO’s official FAQ explains an exception to the import ban for transit passengers who do not clear immigration. This must not be interpreted as permission to use the products locally or a guarantee that every connecting itinerary is acceptable. Airline rules, transit-point rules and final-destination rules also apply separately.
On the other hand, the warning issued by the Consulate-General of Japan in Ho Chi Minh City on 2026-5-21 advises against bringing e-cigarettes or heated tobacco products even when transiting without entering Vietnam. Hong Kong’s stated exception cannot be applied to Vietnam. Check each itinerary, including its transit points.
Singapore, Thailand and Brazil: check how products are classified
Japan’s distinction between “heated tobacco” and “e-cigarettes” does not necessarily match the regulatory classifications at your destination. Singapore’s HSA lists heat-not-burn products such as IQOS, while the Embassy of Japan in Thailand explicitly includes IQOS and similar products. Brazil’s Anvisa also includes devices that heat tobacco leaf in its explanation of DEF products.
Air travel, duty-free allowances and smoking areas require separate checks
| What to check | What not to confuse |
|---|---|
| Airline baggage conditions | Permission to carry an item in cabin baggage is not permission to import it into the destination country |
| Product restrictions at the destination and transit points | Do not assume an exception because you will not use the product, are carrying only the device or intend personal use |
| Duty-free quantities and declaration requirements | A tax allowance does not mean that prohibited goods may be brought in |
| Smoking areas at facilities | A designated smoking area does not establish permission to use prohibited vapes or heated tobacco products |
When looking up airport locations, consult our guide to smoking areas in Changi Airport’s Public and Transit areas and ... and our floor- and gate-specific guide to Hong Kong International Airport as well. However, do not infer permission to bring products in from information about the facilities.
Check nicotine pouches separately from tobacco devices
A product producing no smoke is not necessarily permitted in every country. Our guide to Australia’s 2026-7 nicotine pouch rule changes explains the removal of the traveller exemption. These pouch rules must not be treated as IQOS import conditions. Check both the product name and how its contents are classified.
