Shibuya & Shinjuku Halloween 2026 | When Are the Traffic Measures and Street Drinking Restrictions? Official Guide

Article content updated: 2026-10-20 | Information checked: 2026-10-20

Shibuya traffic measures run from the evening of 10/30 to early morning on 11/1. Shinjuku street drinking restrictions run from 17h on 10/31 to 5h the next day

These two measures differ in both target area and period. We checked the traffic guide from Shibuya Police Station and the 2026 Halloween notice from Shinjuku City separately. The entire area cannot be treated as having the same rules.

If you are heading to Shibuya or Shinjuku at the end of month 10, relying on previous years’ Halloween information may cause confusion over dates and specific rules. Here we summarize two announcements published in 2026 regarding road use and street drinking.

Shibuya: Check the Official Traffic Regulation Map for Roads Around the Station

Shibuya Police Station explains that in addition to vehicle closures at locations designated on the map, traffic checkpoints and restrictions may be implemented on Inokashira-dori, Dogenzaka, and other streets depending on conditions. Surrounding parking meters will also be suspended all day.

The phrase "around the station" alone does not tell you the exact route to your destination. If you plan to use a car or taxi, check thetraffic measures map on the official pagein addition to your usual route. On the day, you must follow on-site guidance and any changes to regulations.

Shinjuku: Check Both the Restricted Hours and Specific Zones Together

According to Shinjuku City’s announcement for this year, street drinking is restricted in parts of Shinjuku 3-chome and Kabukicho 1-chome from 17h on 10/31 until 5h on 11/1. Requests for liquor stores in the area to refrain from alcohol sales, as well as patrols by ward staff and security guards, have also been announced.

Do not guess the boundaries based only on neighborhood names; check thearea map posted on the ward’s pageto be sure. We have not carried over crowd numbers, closure points, or operations reported in 2024 or 2025 under the assumption that they are identical in 2026.

If Visiting Shops or Facilities, Check the Facility Name and Entry Conditions First

Street crowding and admission to reserved shops or events are separate matters. Noting your destination’s business hours, reservation time, and entrance in advance will save you the trouble of searching after the streets get crowded. Station and facility smoking rules are also separate from traffic measures, so do not treat general streets or roads outside the traffic restriction zone as smoking areas.

For example, Cosmo Planetarium Shibuya has officially announced"Starry Halloween 2026"on its website. When looking for indoor facility events, do not confuse them with street gatherings—check the organizer’s fees, ticket conditions, and operating status.
